Hi, my name is David Schure. The first of several secrets I am going to expose is the\u00a0<\/span>Property tax AND School tax<\/span><\/strong>,<\/span><\/strong> skimming scheme, which appears to be an ongoing fraud occurring with the billing, collection, banking, and audit method being used to charge state property and school taxes in the state of Pennsylvania.<\/span><\/p>\n

As we all know, it is illegal to collect tax money under one\u2019s personal name.<\/span><\/strong><\/p>\n

\u00a0However, take note\u2026. When we write out our property\/school tax checks in PA, the \u201cmake payable to\u201d section has the tax collector\u2019s name included.<\/span><\/strong><\/p>\n

Think about this, if you owed personal income tax to Pennsylvania, and to the IRS at the end of the year, you would not include your tax preparer’s name since they are not included to receive payment!\u00a0This where the fraud is committed.<\/span>\u00a0<\/span>I feel that this is the case, and from what I have observed, our very own tax collector is participating in skimming tax money from the checks that are sent in, and abusing the trust of the good Pennsylvania citizens.<\/span><\/p>\n

It is human nature to want to trust. We all want to trust the people running our townships, counties and states. We want to trust our government, but yet time and time again they prove to us that we cannot trust them. And now in another case of the common people being taken advantage of, we have been trusting the wrong people with our tax money here in the state of Pennsylvania.<\/span><\/p>\n

We must analyze and deep dive into this tax collection process. There is no legitimate reason for taxpayers’ tax dollars to pass through a bank account with someone’s personal name on it. Before the tax money even makes it to its intended Township bank accounts, it is diverted by being paid directly to the tax collector. Let me explain how this goes down with some example amounts since I do not know exactly how much money the Township receives in tax collections per year. I will use round numbers as an example. Let\u2019s say 4 million dollars are collected for the year in property tax. The tax collector puts 3 million dollars of that into the Township\u2019s account, and withholds a million for themselves. The township then operates as normal and spends the entire 3 million dollars by the end of the year. Then per regular procedure, the township supervisor has an audit done, (at the taxpayers expense). Who is this auditor?? Are they being told to make to make the books look correct and balanced?<\/span><\/p>\n

The township account comes back clean, showing $3 million tax dollars came in and 3 million dollars went out. The township books reconcile\u2026. but what about the fourth million in the tax collectors account??<\/p>\n

\u00a0Now consider this very interesting point. There is something called a reverse audit. A reverse audit has never been conducted since I purchased my home in the year 2000. It is likely a reverse audit has not been conducted across the state of Pennsylvania in decades, or even longer. A reverse audit requires that an independent auditor reviews all of the township tax bills, and sends a letter of audit to each taxpayer, requesting proof that each taxpayer paid their taxes. This is not some haphazard process where someone in the tax office is just checking off names on a list saying that they paid when in actuality payment was never made or at the very least, there is no proof or record of such payment. The reverse audit is a reconciliation of the auditor’s grand total versus the actual amount collected\u2026. And if skimming occurs as I believe it does….the fourth million dollars will show up as missing.<\/span><\/p>\n

And finally, let’s talk about the bank’s part in this organized crime.<\/span><\/strong><\/p>\n

\u00a0Have you ever noticed that the PA tax collectors ALL bank at locally owned, locally headquartered banks? Large chain banks, like Chase, PNC, Bank of America and Wells Fargo, have an internal fraud department, and would not allow a tax collecting account to be opened and operated with someone\u2019s personal name on it. This looks like a criminal conspiracy.<\/span><\/strong>\u00a0If any one of the required entities does not participate, (whether that be the township supervisor, tax collector, local banks, or the auditor) the fraud could not be perpetuated. When money is being skimmed from property tax, you can best believe this is a criminal enterprise operation on a high level.<\/span><\/p>\n

GETTING THE PROOF-<\/span><\/strong><\/p>\n

Here is a way to prove that there is a Tax skimming fraud being executed in the state of PA. All you have to do is go through your checkbook register or bank statements 2 years, 4 years or even 8 years back. Write down the check number you used to pay your property tax and school tax with, then go to your bank and ask for a copy of those checks. Make sure to get both sides. I guarantee these checks were Deposited in a local owned local bank.<\/span><\/p>\n

We the taxpayers need to overwhelm the DOJ, FBI and US postal and Inspector General’s Office with complaints via email, US mail and phone calls. These agencies can easily stonewall me because I am only a force of one, and they have stonewalled me. With your help, we can be a force of thousands.\u00a0We need to demand that all of Pennsylvania tax collector books be opened!<\/span><\/strong>\u00a0We need to see who else beyond the township and school boards are receiving checks out of the tax collection accounts. How much are we overpaying? Is it 10% 30% or maybe even 50%? If you or anyone you know currently banks with a local bank that any Pennsylvania tax collector is using, we have to stop using that bank!<\/span><\/p>\n

If this is true, every time a Pennsylvania tax collector mails out a tax bill, it is a crime. Every time a Pennsylvania tax collector receives payment through the US mail, it is a crime.. THINK about that!\u00a0<\/span>Before you write a check out for school and property tax STOP<\/span><\/strong>\u00a0and take a look! We actually mail our property tax in school tax payments directly to the Tax Collector, right to their homes, or right to a PO Box belonging to the tax collector! We are not mailing our tax payments to a township office or township building! We are literally handing over our tax dollars to them to do as they wish!<\/span><\/p>\n
